Executive Orders

President Obama issues three executive orders. The first is an order to close the Guantanamo Bay detention facility within a year; the second bans torture and requires the Army Field Manual be used for all interrogations; and the third orders creation of an interagency task force to review all detention and interrogation procedures.⁴⁷ The president later signs an order barring the use of funds to transfer prisoners from Guantanamo to the United States or other foreign countries.⁴⁸ As of the publication of this timeline, terror suspects are still being held there.
